Windows XP ''user32.dll relocated'' Error
For those of you who have suddenly noticed that your computer boots with an error telling you that "user32.dll" has been relocated because another file has taken its place, there is now a fix. The problem was that MS prepared a security update that had a mistake in it. This patch should fix it. You may download this patch from Microsoft itself here.

Daylight Savings Time Patches for Windows
In case you haven't already heard, the USA (and many other countries) will enter daylight savings time (DST) 3 weeks earlier and leave it 1 week later than previous years. So Sunday, March 11th, at some ungodly hour your time will change. However, it's likely that your computer's time won't. And if you are running Windows 98 it's extremely likely it won't. Other versions of MS can be fixed with official updates (although many of you don't bother). So here are links to patches for every version of Windows from 98 onwards. Use these at your own risk, they were not written by MS. If you look hard enough at MS support pages you might find their official versions. The link to the patches along with some other utilities (again, use at your own risk) is here .

Service Providers Sue Grant PUD and NoaNet in Federal Court
On February 23, 2007 attorneys for four Grant County Internet service providers filed a complaint in Spokane Federal Court alleging that Grant County PUD (GCPUD) and Northwest Open Access Network (NoaNet) violated federal and state anti-trust laws. The complaint mentions specific actions on the part of GCPUD and NoaNet including illegal funding of private businesses with public funds.

GCPUD Activity in Politics

Sometimes the ability of the Grant County PUD's management to willfully ignore the law is simply breathtaking. Like subsidizing Benton REA with public funds. Or sending $150,000 to VIB for useless software so VIB could pay their Zipp bill (which just happened to total $150k). But a recent treasure-trove of data has given us access to some documents that simply make me sit back and wonder, "what could they have been thinking?" For instance, what would a consultant employed by the District to work on relicensing be doing using District resources to author a document that supports a local political figure? And why would a District Director be editing it?Read more....

Tom Flint threw a fit recently over a letter-to-the-editor signed by three PUD Commissioners. Flint accused Bill Bjork, Greg Hansen and Randy Allred - who signed the letter - of violating the State Public Meetings Act. That Act simply states that whenever a quorum (majority) of an elected board meets the meeting must be open to the public and some form of record kept. Of course, if a letter is simply circulated, agreed-to, and signed then there is no meeting and no foul. But Flint is in no position to complain about violations of State law. In 2002, while a sitting PUD Commissioner, he sent a letter to a PUD employee asking for "support" for Agfarmation. The letter was accompanied by an invoice which appears to request the third quarterly payment of $3750 which correlates to the salary Flint's wife received as the employee of Agfarmation.
